Windsor Community Governance Review Consultation 2026
I’ve just had a look at the Windsor Community Governance Review Consultation 2026 document and the key question “What services or functions do you think a town council should be responsible for?”
The list provided below but I am unsure as to how currently, paying around £40 per month, the running costs could actually be included. Let’s say 14,000 homes which would equate to around £500,000 precept.
Now if you were covering all these functions in house then you’d need lots of people. If you were outsourcing the work then you’d need lots of money.
I think it is fair to say, you will shoot way over that budget if you are going to take on all these functions:
- Allotments
- Bus shelters
- Celebrations and festivals
- Cemeteries and burial grounds
- Litter bins
- Recreation grounds and open spaces
- Street and Footway Lighting
- Town centre management
- Other…
I’m led to believe the allotments need to move over and the idea would be, they would be cost neutral. The cost of running added up, the fee per allotment easily calculated, and the day to day running could be passed to the existing allotment association if they were willing to take it on. Alternatively, a firm contracted or staff member employed, which would obviously increase the allotment fees.
There is a bunch of admin goes with cemeteries, probably best left with RBWM.
Lamp posts, around £2k a pop and probably 5,000 in Windsor, so you may need to replace 100 a year… that’s £200k… leave them with RBWM.
And on it goes… £40 can’t represent the existing costs for this list of items, it just doesn’t stack up. Money must come from other budgets to enable those functions.
For me, YES we do need a Windsor Town Council and we just take on the recreational spaces because we can, the allotments if we have to and leave the rest with RBWM for now, taking other aspects over time as proves necessary… as devolution further erodes the ability for any new unitary to manage its funding.
Go have your say and if you don’t know about the numbers, and to be fair, why would you, perhaps just say “don’t know” but YES, give us our town back.
